Why do seeds need water to germinate?

Seeds need water to germinate because water activates the enzymes inside the seed that help start the growth process. It softens the seed coat, allowing the seed to swell and crack open. Water also helps transport nutrients inside the seed, providing the energy needed for the seedling to grow. Without enough water, the seed cannot begin to sprout and develop into a plant.
