In the first stanza, the wind is a trouble maker. The wind breaks the shutters of the windows, scatters the papers, throws the books from the shelf and tears the pages of the books. The poet is urging the winds to come softly, but it does not pay any heat, rather comes in the form of a hurricane. Hence turning everything into chaos.
