Income can be measured but there are things which cannot be measured but are important in life. For example a person gets job offer in a far off places. The salary is very good but before accepting that offer he will consider the following points:
(i) Facilities for the family.
(ii) Working atmosphere i.e., night duty or morning duty hours.
(iii) Regular or temporary employment.
(iv) Accommodation for living.
Person will have to consider all the above points before joining. He may join only if the conditions are favourable for him. Thus the development goals that people have are not only about better income but also about other important aspects.
