Lord Chelmsford served as the Viceroy of India from 1916 to 1921. His tenure saw the launch of the Non-Cooperation Movement in 1920 in response to the Rowlatt Act and the Jallianwala Bagh massacre. He was also responsible for the Montagu-Chelmsford Reforms (1919), which introduced the system of dyarchy in the provinces, a move that failed to satisfy Indian nationalist aspirations. ANSWER: (D) Lord Chelmsford
