  1. Governance is the collective manner in which power, authority and resources are exercised to guide society, resolve conflicts and deliver public goods. In ancient times, it primarily involved top-down royal edicts and territorial enforcement. Over centuries, governance transformed from ruler-centric rule to citizen-centric democratic governance, emphasizing the rule of law, institutional checks, equity, digital e-governance and active collaboration among government, market institutions and civil society.
