Step 3 requires adding “the two digits and the current value of carry.” In the thousands and ten-thousands columns, the 3-digit number has no digit. Unless we formally specify padding the shorter number with leading zeros or treating missing digits as zero, a strict literal execution halts because one digit is missing in those columns.
