“We have orders to let them shout”. What is the policeman referring to?

The policeman was referring to the orders which gave permission to the college students to shout as they would not harm anyone. He said this to a man who was standing near him when Soapy was shouting as if he was drunk. The policeman thought that Soapy was also a student studying in the college.
