(i) Disregarding laws and civic duties weakens the rule of law, breeds corruption and paralyzes public administration entirely. (ii) For example, if citizens routinely evade taxes and damage public property, the government cannot fund hospitals, schools, roads or welfare schemes. (iii) Democratic rights cannot survive without corresponding duties, because widespread lawlessness destroys mutual trust, suppresses equal opportunities and jeopardizes public security for all citizens.
