  1. Government represents the formal institutional machinery, while governance is the actual process of managing services. For instance, the State Transport Corporation is the government body, but punctuality, clean buses, digital ticketing and passenger safety represent governance. Similarly, government hospitals denote the state institution, while timely doctor availability, compassionate patient care, transparent medicine distribution and grievance redressal reflect the actual quality of healthcare governance.
