It is given that element P does not react with dilute sulphuric acid. This shows that element P is not a metal. Because no metal reacts with dilute sulphuric acid.
The element P forms an oxide PO which turns red litmus to blue. This shows the oxide is basic, i.e., it contains some basic properties. As we all know that metal oxides form basic oxides. Thus, P is a metal.
