No, periodic voting is insufficient without independent judiciaries, civic rights and ongoing citizen engagement. The 1975 to 1977 Emergency proved elections alone fail when civil liberties, press freedoms and dissent are forcibly suppressed.

  1. Voting alone cannot ensure democracy if civil liberties, institutional independence and human rights are suppressed. For example, during the 1975 to 1977 Indian Emergency, fundamental rights were suspended, the press was censored and dissenters were jailed, crippling democracy despite regular institutions. True democracy requires daily civic participation, vibrant media, independent judiciaries and transparent grassroots bodies like Gram Sabhas.
