  1. A forest fire is an uncontrolled blaze spreading through forests, brushland or grasslands, fueled by dry combustible biomass, wind and heat. Below is an operational plan for prevention and mitigation:

    Prevention Plan (Before Outbreak)

    • Maintain cleared fire lines to physically separate forest blocks and stop advancing flames.
    • Conduct controlled early burning of dry leaf litter and undergrowth before peak summer.
    • Impose strict bans on unextinguished campfires, discarded matches and unchecked agricultural residue burning near forest borders.
    • Train Joint Forest Management (JFM) village committees and run awareness campaigns.

    Mitigation Plan (During & After Outbreak)

    • Track real-time thermal anomalies using satellite systems (such as FSI-MODIS/SNPP-VIIRS) and forest watchtowers for immediate alerting.
    • Deploy rapid response strike teams equipped with pressurized backpack sprayers, beaters and spark arrestors.
    • Construct temporary counter-fires and douse hotspots to prevent fire reignition.
    • Replant native fire-hardy flora and restore affected topsoil and watershed zones.
